• Don't show the download link on projects if there is nothing to download

Top Bug Fixes:

• If a project had categories, but no versions or files visible, the ShareSource project page would give the download link!
• Only show file download box if there are files to actually download
• Fixed a bug in the file admin that stoped other cats from showing
• Fixed a miriad of file release manager bugs
